2. Governance and FWS Program Ownership

2.1 Program Ownership

SJRWMD is both the FWS Program owner and the certification body responsible for development, implementation, operation, and maintenance of the FWS Program.

2.2 Governance Structure

The FWS Program is governed under SJRWMD statutory authority. Final certification decisions rest solely with SJRWMD. The FWS Program maintains organizational separation to safeguard impartiality in all certification functions.

2.3 Oversight and Impartiality

Oversight and impartiality are maintained through contractual controls, public transparency and a standing Technical Advisory Committee (TAC).
